Controling the Host

The the hosts of the tailed beasts are all Non player characters, and are the only NPCs that did not have to fight in the 2nd great shinobi war in order to exist in this timeline.
The hosts are controlled by the kages of each village or by a handler assigned by the kages.
The hosts are used as secret weapons used as a last resort, much like a nuclear bomb.
Defeating a tailed a tailed beast will make you well known in all the ninja countries, and you will be granted ¥1,000,000 as a standard bounty for tailed beast hosts.
The host will not die, but instead will be a POW for your village.
